Most of our customers are in the ag industry, and they have this all the time. Either because the employees really do have that many dependents or the employees are not going to be filing a federal tax return and they purposely report enough dependents to prevent any withholding.
How is this any of your business ? Whatever the employee reports is what you set up. Period. You’re a payroll representative not a tax consultant.
Use the form as long as it’s complete and valid.
You should be using a 2020 or later W4 which would not allow for claiming dependents. If using the new one and they are then put what they put. If they owe taxes at the end of the year then it’s on them. If the IRS does not like it they will send you a letter to put them at single 0.
It aint your problem if the employee listed too many dependents or has zero withholding
For state withholding, some states require you to report any withholding forms with exemptions over a certain number, varying by state.
